FUSE is highly scalable and implemented rapidly, supporting the World Bank’s M300 expansion targets

FUSE (Framework for Utility Scale Electrification) combines private-sector efficiency and investment with government collaboration, pre-financing the rapid expansion of affordable energy access through highly scalable hybrid on-grid and off-grid modular systems.

Built around a public-private partnership model, FUSE is designed to scale across markets and unlock private sector investment into national energy infrastructure on a lower-cost basis.

In June 2026, we signed a landmark FUSE Agreement with Kiyona Energy to accelerate solar generation infrastructure across Zambia, targeting an initial $60 million investment.

FUSE is backed by the International Finance Corporation (IFC) and the World Bank’s Multilateral Investment Guarantee Agency (MIGA). FUSE provides a pre-financed, scalable framework that removes the most significant barriers to energy access in Sub-Saharan Africa, including funding limitations, infrastructure capacity, and utility delivery constraints. By channelling investment through a private developer rather than directly into public utility balance sheets, FUSE offers investors, DFIs and multinationals a lower-risk route to fund energy access at scale.

Working in alignment with the World Bank’s Mission 300 expansion objective, to bring electricity to 300 million people by 2030, FUSE also supports the region’s transition toward decarbonisation. It sets a blueprint for cost-effective energy solutions that future-proof the National Grid, enhancing resilience through a growing clean energy supply.

How it works?

FUSE accelerates energy access in Africa by directly addressing the biggest bottlenecks: funding, infrastructure capacity, and utility delivery constraints.

At its core, FUSE enables privately pre-financed electrification projects that support and strengthen national utility networks. ARC Power designs, finances, constructs, and commissions electricity distribution infrastructure (including grid extensions, substations, and solar power generation) upfront, removing the need for governments or utilities to commit capital in advance.

Once operational, the assets are offered under two flexible options:

Transfer to the utility under a long-term, low-interest repayment plan, increasing the utility’s asset base with no upfront cost.

2

Operate under a Power Purchase Agreement (PPA) where ARC Power retains ownership and sells electricity directly to the utility over a 20-year term at a fixed, affordable tariff.

This hybrid model gives governments and utilities the flexibility to choose the structure that best fits their energy strategy, regulatory environment, and financial position. By unlocking private investment at scale, FUSE accelerates access to clean, reliable power — helping African nations meet their electrification goals more rapidly and cost-effectively.
